Lok Sabha Speaker Om Birla inaugurated the Jan Pratinidhi Sammelan, a conference of serving and former legislators, in Panchkula on Monday, 2 November, marking the formal beginning of the Haryana Assembly’s Constitution Fortnight programme. The conference, held at the Indradhanush Auditorium in Sector 5, brings together Haryana’s current and former MLAs for a fortnight of programmes centred on the Constitution, the parliamentary system and democratic traditions.

Haryana Assembly Speaker Harvinder Kalyan, who chaired the conference, announced at the event that the Haryana Assembly will hold a special session on Constitution Day. He said the proposal had been announced in the House earlier and members had expressed their agreement with it. The special session will form a key part of the Constitution Fortnight celebrations, which the Haryana Vidhan Sabha is organising in collaboration with the Lok Sabha.

The fortnight will include youth parliaments, training workshops and programmes designed to promote public awareness of constitutional values. The aim, organisers said, is to strengthen understanding of constitutional principles, parliamentary traditions and democratic institutions among elected representatives and the wider public, with a particular focus on engaging young people in democratic processes.

Haryana Governor Ashim Kumar Ghosh will be the chief guest at the concluding session of the conference, while Chief Minister Nayab Singh Saini and all sitting and former MLAs of the state were invited to take part. The participation of the Lok Sabha Speaker, the Governor and the Chief Minister underlines the importance the state attaches to the fortnight as a shared constitutional exercise cutting across institutions.

The conference follows detailed preparations at the venue, with the Assembly Speaker having inspected the arrangements at the Indradhanush Auditorium ahead of the event, along with senior government and Vidhan Sabha Secretariat officials. Security and accommodation arrangements for the participating legislators were reviewed as part of those preparations.

For Haryana, the Constitution Fortnight arrives in the state’s Diamond Jubilee year, six decades after its formation on 1 November 1966. By opening the fortnight with a conference of people’s representatives and announcing a special session on Constitution Day, the Assembly has placed constitutional awareness and parliamentary tradition at the centre of its Diamond Jubilee commemorations, giving legislators themselves a platform to reflect on the values and institutions that underpin Indian democracy.
